JULIANNE YOUNG SUPPORTS THE

REPUBLICAN

PLATFORM

"We believe the strength of our nation lies with our faith and reliance on God our Creator, the individual, and the family; and that each person's dignity, freedom, ability and responsibility must be honored."
- Preamble, Idaho Republican Platform

As the mother of ten beautiful children, I am solidly pro-life. When my 6th child was born 2 ½ months early and then suffered a major brain hemorrhage which left doctors questioning whether he would ever walk or talk, my family and I fought to save his life, giving him the opportunity to grow and develop to his maximum capacity. Today, he is a happy, healthy, active 15-year- old. I can’t imagine our family without Andrew!

As your state representative, I will always defend the sanctity of life.

I have dedicated my life to the ideal of family. I believe that strong families are the most important and only real answer to many of the social, educational, and economic issues we face. Families are the fundamental unit of society. With nearly 30+ years of marriage behind me, I know firsthand the happiness that comes from a marriage between a man and a woman who are committed to one another and to caring for and raising children. Because my husband is a mental health provider and counselor, I am also keenly aware of the harsh reality that no government system, no matter how well intentioned, can ever out-perform the family.

You can count on me to always defend the definition of marriage as being between a man and a woman, to support the central role of the family in society, and to oppose any efforts to undermine parental rights.

Our family has made it a priority to be financially self-reliant. We are debt-free and regularly save for a rainy day. We should be able to expect our government to do the same. I also understand that a lack of fiscal self-reliance in our state translates into more federal regulation and a greater financial burden in the long-term.

As your state representative, I am committed to ensuring that fiscal decisions and commitments are fiscally sound and preserve the ability of state government to genuinely represent the interests of Idahoans, now and in the future.

As America’s first freedom, I understand that religious liberty is about more than ‘freedom to worship’ on Sunday and in the privacy of our homes. It is about our right and ability to live according to our religious beliefs, and to make decisions and express opinions, in the public square and in our employment, that are informed by our religious convictions. I also understand that religious liberty and freedom of speech are interdependent. We cannot have one without the other.

As your state representative, I will oppose efforts to intimidate or silence religiously informed opinions and will defend the right of all Idahoans to make decisions that are consistent with their religious values.

The right to keep and bear arms, protected under the Second Amendment of the United States Constitution is not just intended for an occasional hunting trip. We have a fundamental right to the protection of life and property, even by force when necessary. In situations where the threat of gun violence becomes more prevalent, the right of individuals to keep and bear arms becomes more vital and evident than ever. An armed citizenry is a vital deterrent against crime and abusive government.

As your state representative, you can depend on me to energetically oppose any efforts, federal or state, to demonize or infringe on the second amendment rights of all Idahoans, including efforts to impose infamous red flag laws.

Both of my parents grew up on farms and my favorite memories growing up are of time on their farms. The work ethic and values of the agricultural community are foundational in our family culture and our kids can milk cows, move pipe, and weed gardens with the best of them! We love the lessons, the beauty, and the self-sufficiency that comes with being connected to the land.

During my time in the legislature I have worked hard to represent local constituents in addressing water issues, to be sensitive to the needs of ranchers and farmers, and to work closely with the Idaho Farm Bureau on issues. This hard work is evident in my Farm Bureau legislative score, the highest of any legislator in our legislative delegation. I have received the prestigious ‘Friend of Agriculture Award’ every legislative term and many of my biggest supporters are local farmers. It has been a pleasure to work with and for Idaho’s agricultural community!

Quality education is the result of an environment where parents and educators have the maximum ability to directly address the real needs of children. With a bachelor’s degree in education and over two decades of experience as a successful private educator, I understand that just throwing more programs and regulations at education is not the answer. Over the last decades, the state of Idaho has consistently invested an increasing percentage of state resources toward education with no corresponding improvement. I have supported these increases, while also recognizing that more than money is required.

We need to facilitate innovation and flexibility in our education model. In our current social and political environment it is more important than ever before to protect the ability of parents to seek educational options that meet their child’s unique needs. In addition, I feel strongly that the hyper-sexualization of children or coercive indoctrination in political philosophy should have no place in our state-funded classrooms.

My father is a retired family practice doctor who first began private practice in the Blackfoot area 35 years ago. He has always centered his practice on meeting the unique needs of his patients as individuals.  I understand that government regulation in medical care and coercive or inflexible public health mandates have real consequences for real people.  I have been appalled by the way patients have been denied family visitation and critical medical advocacy.

I am committed to protecting patient choice, family access, and private and innovative medical care options.

Property tax has consistently increased faster than personal incomes and economic growth. The trajectory of its current growth is unsustainable. When people are losing long-time residences because of taxation, things must change.

I have consistently supported efforts to reform property tax, including voting for a property tax freeze in 2020 and tax reform measures in 2021, and 2022. Unfortunately, while these efforts have tapered that trajectory (bent the curve), they are not enough.

I am supportive of efforts to prevent shifts within the tax structure, to more evenly distribute the tax burden, and to explore ideas like providing state-approved blueprints to reduce school construction costs or otherwise subsidizing or reducing facility-related expenditures.

Private property rights are the cornerstone of a free society and the real source of economic prosperity. It is the ability of individuals to innovate and use personal property to pursue economic endeavors that has historically made America the most successful and prosperous nation on earth.

As your state representative, I will continue to be a staunch advocate for private property rights and for policies that allow business endeavors to proceed in a reasonable and minimally regulated environment.

I love the Constitution of the United States of America. I believe that it was inspired by God and that His hand was in the establishment of our nation. The Constitution is the answer to many of the problems we struggle with. If we study it and apply it, it will be a great blessing to us.

I have been heavily involved in grass-roots efforts to preserve, protect, and defend the United States Constitution. Over the last decade, I have become an avid student of the Constitution and have invested hundreds of hours in planning Constitution classes, rallies, and day camps, preparing editorial columns and presentations on Constitution-related topics, and advocating the exercise of Constitutionally-defined government powers.

When I raise my arm to the square and take an oath to preserve, protect, and defend the Idaho State and United States Constitutions, I will understand and honor that oath.

Record of Support for…

I graduated at the top of my class and chose to earn a bachelor’s degree in education because I love children and I love teaching. I kept my teaching certificate for many years and have spent more than two decades working directly with students as a private educator. Education isn’t just an institution to me—it’s a passion!

I believe students do best when parents and teachers work together and are given the flexibility to meet real, individual needs. I have deep respect for Idaho’s public school teachers and staff, who work hard every day—often with limited resources—to help our children succeed. I have consistently supported legislation that benefits teachers and improves education, and when issues have affected our schools, I have made it a priority to listen to and engage with our local education community.

Great education doesn’t come from constantly adding new programs or top-down mandates. It comes from supporting educators, engaging parents, and keeping the focus on students rather than bureaucracy. Idaho has increased its investment in education over the years, and I have supported those investments. But experience also shows that money alone isn’t enough—how we educate matters just as much as how much we spend.

That’s why we need innovation and flexibility in education. In today’s rapidly changing world, parents must be able to choose educational options that work best for their children, and classrooms should remain focused on learning—not divisive politics or age-inappropriate content. Our shared goal is simple: strong schools that put the real needs of children first and support for the educators who dedicate their lives to serving them.

My husband and I both come from strong agricultural roots. Some of my favorite memories growing up are of feeding cows early in the morning with my Grandpa Shumway or picking cherries and playing in the soft, black soil at my Grandpa Hill’s farm in LeGrande, Oregon. I was raised with the values of hard work, responsibility, and stewardship that define Idaho agriculture and my husband and I have deliberately passed these values on to our children. Today, our family has a hobby farm and a large greenhouse. Our children have grown up milking cows, moving pipe, weeding gardens, and working potato harvest. Agriculture isn’t just part of our past—it’s a way of life.

Those roots guide my work in the legislature. I have focused on listening to farmers and ranchers and working collaboratively on the issues that matter most, especially water. When water curtailment became a concern in 2023, I organized a resolution signed by most of our east Idaho legislators expressing those concerns to the Governor and then I worked with legislators from across Idaho to help them better understand the challenges facing our region. Since then, I’ve spent hours with water experts and colleagues advocating for water policy that maximizes our available resources. That effort led to a bipartisan resolution in 2024 that brought together legislators from different parts of the state around a shared understanding of the problem. There is still a great deal of work to be done on this issue, but the good news is that there are available solutions that benefit the entire state. Our challenge is to unify people around those solutions.

My commitment to agriculture is clearly reflected in my record. I have repeatedly earned a 100% rating from Farm Bureau for that rating and received the “Ag All-Star” Award as well as the “Friend of Agriculture” Award every term. Many of my strongest supporters and local farmers.

It has been an honor to work with Idaho’s farming and ranching community. I remain committed and well-prepared to protect the resources that have allowed us to turn Idaho’s deserts into thriving communities.

Healthcare is deeply personal to me and my family. My father practiced as a family physician in the Blackfoot area for decades, and I worked at his clinic during my high school years. My husband currently works at State Hospital South providing mental health care. My oldest son is a nurse practitioner, my youngest brother is a nurse anesthetist, one sister-in-law teaches and practices OB-GYN medicine, and another delivers babies as a midwife at a local hospital. Caring for those with challenging health issues isn’t an abstract issue in our family—it’s what we do.

Because of that, I am committed to making thoughtful, responsible decisions that support both patients and healthcare professionals. As Idaho has navigated difficult and sensitive healthcare debates, I have worked to listen carefully to medical providers and address real-world concerns. One recent example is legislation passed in 2025 that helped resolve concerns around liability raised by local OB doctors—work I initiated and saw to fruition even while not holding office.

During my term of office, I worked tirelessly to prevent top-down, blanket healthcare mandates, expand access to mental health care via telehealth, and to protect mental health professionals from top-down pressure to provide care in pursuit of goals that violate their conscience. In addition, ensuring family involvement in patient care has been a top priority. I successfully passed legislation ensuring that Idaho patients will never again be isolated from loved ones or denied family advocacy during critical moments, and I successfully supported efforts to ensure that parents are protected in their ability to make medical and health care decisions for their minor children.

My father built his medical practice around treating people as individuals, and that lesson has stayed with me. Government decisions in healthcare have real consequences for real families. The impacts of these decisions on every-day Idahoans will always be top-of-mind for me.

The medical community is a big part of our life and I am committed to making the best decisions possible for patients and healthcare employees. As we have navigated concerns around the possible impacts of Idaho’s pro-life political position, I have worked diligently to resolve, understand, and address those concerns. A primary example of this is S1171, passed in 2025, which was the culmination of efforts I made, even while not in office, to resolve concerns our local OB doctors expressed related to liability.

In addition to the work I have done for hospitals and doctors, I have worked tirelessly to increase patient access to mental health care and to ensure that our mental health care providers are not driven from the field by threats or mandates pressuring them to practice contrary to their conscience and sincerely held beliefs.

I am deeply grateful for the sacrifices of the first responders that safeguard our families and communities. Law enforcement and emergency services are core responsibilities of government.

During my time in the legislature I have worked hard to ensure that those on the frontlines during times of trouble are supported and have the tools they need. I have consistently voted to provide our first responders with critical access to counseling support and to protect the strength and security of state retirement benefits unique to first responders.

When a local Idaho Crimes Against Children (ICAC) officer shared his concern that artificial intelligence was creating new issues in the courts that were making it difficult to prosecute the criminal cases he was investigating, I connected him with state experts and organized meetings to ensure that Idaho was prepared to tackle these new challenges successfully.

When tough issues have come up involving natural tension between law enforcement authority and fundamental rights, I have fully engaged with our local law enforcement officers, worked diligently to understand their concerns and constraints, and found principled solutions that supported our men in blue.
